Geographical representativeness description The geographical coverage of this study considers the global production of cobalt products (% on cobalt contained): • 55% (26,818 tonnes) of globally produced refined Cobalt Metal (2012: 30%) • 37% (39,797 tonnes) of cobalt contained in global Crude Cobalt Hydroxide production • 8.8% (4,439 tonnes) of cobalt contained in global Tri-Cobalt Tetraoxide production, and • 9.1% (2,751 tonnes) of cobalt contained in global Cobalt Sulphate Heptahydrate production. This study covers all regions, except China. Although China is the major producer in terms of refining activities in Asia, it is excluded due to lack of data (no Chinese refiners participated). For the respective countries, the data set represents the specific situation by focusing on the main technologies and the legislative conditions of the region.

General comment on data set This study assesses the cradle-to-gate impacts of the production of cobalt products based on a global production and technology mix. The study considers surface and underground mining of both sulphidic and lateritic ore as well as both pyrometallurgical and hydrometallurgical processing routes. To ensure the technological representativeness production data were gathered from the Cobalt Institute’s participating members and non-members.

Technology description including background system Foreground system: Cobalt can be found in economic concentrations in three principal deposit types: • stratiform sediment-hosted copper-cobalt deposits (Cu-Co sulphidic) • nickel-cobalt laterite deposits (Ni-Co lateritic), and • magmatic nickel-copper (cobalt-platinum-group element (PGE)) sulphide deposits (Ni-Co sulphidic). In 2019, 55% of cobalt was produced as a by-product from copper production. 25% as by-product from nickel production and 12% from cobalt ores. 1 % of cobalt is produced from Platinum Group metal ores and a minor value stream coming from secondary sources which is not considered in this study. Where waste streams are entering the primary production of participating member companies, these are considered. Cobalt present in copper and nickel ores usually follows copper and nickel through most of the mining and extraction processes, and only separated in the final refining stages. Since cobalt is mainly produced as a by-product from processes designed for the primary production of other commodities, a certain amount of cobalt ends up in waste streams. 9% of cobalt in waste streams or scraps was recovered from those routes. The cobalt is extracted using a range of metallurgical processes depending on the ore from which it is extracted, or raw material (such as secondary materials). A range of intermediate and refined cobalt materials is then produced. Production process in detail: Mining Cobalt is produced from three very different ores, lateritic Ni-Co and sulphidic Ni-Co as well as sulphidic Cu-Co ores. Lateritic ores are normally found in tropical climates where weathering, with time, extracts and deposits the ore in layers at varying depths below the surface. Lateritic ores are excavated using large earth-moving equipment and are screened to remove boulders. The metal bearing minerals are usually of oxidic nature. Sulphidic ores are often found in conjunction with copper-bearing ores and are often mined from underground. The metal bearing minerals are usually of sulfidic nature. The copper-cobalt ores are the major reserve and resource for cobalt and is mined in underground as well as open pit mines in the copper belt in central Africa. The mining stage of cobalt production includes all processes to extract ore up to the point of delivery to beneficiation or ore preparation. It is modelled as a “black box” with all energy and material inputs contributing to total the mining operations at a site. Beneficiation and Ore Preparation After the ore has been mined, it is then either crushed, screened and dried (ore preparation), or undergoes beneficiation where the ore is crushed, ground and undergoes flotation or magnetic separation to obtain a nickel-cobalt or copper-cobalt concentrate. Beneficiation may be nickel-cobalt only (produces nickel-cobalt containing concentrates) or shared (produces cobalt, nickel, copper and precious metals containing concentrates). In general, lateritic ore undergoes ore preparation and sulphidic ore undergoes beneficiation. Lateritic ore generally has high moisture content. The principal component of the ore preparation processes is therefore drying of ore. Approximately half of the total moisture content of the oxidic ore is removed during ore preparation. However, these processes are distinct from the processes that occur during the beneficiation of sulphidic ore. Within this study, all processing of lateritic ore as well as sulphidic ore are grouped under “beneficiation and ore preparation”. The individual beneficiation and ore preparation processes are modelled as a “black box” with all energy and material inputs contributing to the total process. Typically, producers are not able to separate data such as electricity for pumping, or fuels for vehicles used for tailings and these are also included in this “black box” data. Primary Extraction Primary extraction involves the conversion of prepared ore and concentrate into matte, oxides, nickel cobalt intermediates, and other co-products. There are four main process routes for primary extraction: • Hydrometallurgical extraction from copper-cobalt ore • Hydrometallurgical extraction from lateritic ore • Hydrometallurgical extraction from sulphidic ore • Pyrometallurgical extraction from sulphidic ore Sulphidic ores are typically processed using the pyrometallurgical process of flash smelting. Electric smelting can also be used for more complex ore types, which requires a roasting step before. The reactions which take place are exothermic, therefore providing enough heat to smelt the concentrate. The furnace matte that is produced still contains iron and sulphur and therefore is fed to a converter where these components are oxidised. Laterite ores in the cobalt production are processed using hydrometallurgy based on ammonia or sulphuric acid leaching. The core operation of High Pressure Acid Leaching (HPAL) is reaction of a slurry with sulphuric acid in an autoclave to leach nickel and cobalt, on average at 255°C and 4500kPa. Counter current decantation wash then separates out the residue (mostly iron oxide), before acid neutralisation, using limestone, and sulphide precipitation [37]. Typically, a mixed nickel-cobalt sulphide is produced for further refining. The copper-cobalt ore are extracted via leaching and solvent extraction. Leaching is the unit operation for the dissolution of metals (cobalt and copper) from their ores into a liquid medium. Solvent extraction is a process in which compounds are separated based on their relative solubilities. This treatment method involves using a solvent - a fluid that can dissolve another substance. Refining Various processes are used to refine matte or mixed sulphides. Refining involves the separation of cobalt from other metals, and results in diverse cobalt and other metal and non-metal by-products. It is modelled as a “black box” with all energy and material inputs contributing to total the refining process (i.e. from the receipt of the matte / mixed sulphides to the production of refined cobalt). In this study the cobalt hydroxide precipitation was grouped under the refining step. Water and wastewater treatment Water data was collected for the site as a whole, however only included at a process level where water forms part of the process / product and influences the mass balance, i.e. in hydrometallurgical and the refining processes. This is reflected in the gate-to-gate data presented for each product considered in the sections below. Data for the wastewater treatment plants was collected with a focus on emissions to water. Therefore, all emissions to water for the whole production site would be reported under this process. From the wastewater treatment plant water is either recycled or discharged. Water and wastewater treatment plants are modelled case by case for each company depending on their process and provision of data, as there is no general process flow, but a general modelling approach as shown in the basic flow diagram. In some cases, water is not sent to onsite wastewater treatment plants but to municipal treatment plants. Tailings Tailings consist of ground rock and process effluents that are generated in the beneficiation step. The unrecoverable and uneconomic metals, minerals, chemicals, organics, and process water are discharged, normally as slurry, to a final storage area commonly known as a Tailings Management Facility (TMF) or Tailings Storage Facility (TSF), here called tailings. Tailings are generally stored on the surface either within retaining structures or in the form of piles (dry stacks) but can also be stored underground in mined out voids by a process commonly referred to as backfill. Transport Transport is only considered for the movement of products between different locations (mainly different countries or for the movement of third-party raw materials). Where products move within the same site or from processes on the same site, fuel consumption associated with this transport is already included in fuel data collected. Background system: Electricity: Electricity from renewable and non- renewable powerplants is modelled so that it represents a country’s specific consumption mix including transmission / distribution losses, own consumption, imports, emissions and efficiency standards, and energy carrier properties. Several factors are taken into account. (1) Energy carrier production - The exploration, mining / production, processing, and transportation of energy carrier supply chains are modelled for each country. The models account for differences among countries in production and processing, including crude oil production technologies, flaring rates, production efficiencies, emissions, etc. (2) Energy carrier supply - Each country’s specific energy carrier supply is modelled, taking into account domestic supply versus imports from abroad. Energy carrier properties (e.g. carbon and energy content), which can vary depending from where an energy carrier is sourced, are adjusted accordingly. (3) Power plants - Models are created to represent energy carrier-specific power plants and electricity generation facilities specific to different renewable energy resources. Energy carrier production and supply models are used to represent power plant inputs. Combined heat and power (CHP) plants are also considered. (4) Electricity grid - Models representing the electricity generation facilities are combined into a larger model that reflects a country’s consumption mix. The larger model accounts for a country’s production mix, internal consumption (e.g. pumped storage for hydro power), transmission / distribution losses, and imported electricity. The country model is also adjusted according to national power plant emission and efficiency standards, as well as the country’s share of electricity plants versus CHP facilities. Thermal energy, process steam: The thermal energy and process steam supply is modelled to reflect each country’s emission standards and typical energy carriers (e.g., coal, natural gas, etc.) Both thermal energy and process steam are assumed to be produced at heat plants. Thermal energy datasets assume energy carrier inputs are converted to thermal energy with 100% efficiency; process steam datasets assume conversion efficiencies of 85%, 90% to 95%. The energy carriers used for the generation of thermal energy and process steam are modelled according to each country’s import situation (see electricity above). Transportation: All relevant and known transportation processes are included. Ocean-going and inland ship transport as well as rail, truck and pipeline transport of bulk commodities are considered. Energy carriers: The energy carriers and their respective properties are modelled according to the specific supply situation (see electricity above). Refinery products: Diesel fuel, gasoline, technical gases, fuel oils, lubricants and residues such as bitumen are modelled with a parameterised country-specific refinery model. The refinery model aims to represent each country’s refining processes (e.g. emissions levels, internal energy consumption, etc.), as well as the country’s product output spectrum, which can vary significantly among countries. The supply of crude oil is likewise modelled according to the country-specific situation and accounts for differences in resource properties (e.g., crude oil energy content).
